PER in Dry-cleaning

Is the use of PER in dry-cleaning restricted or banned anywhere in Europe?

PER is itself not completely banned for the use in dry-cleaning anywhere in Europe. It is facing certain restrictions in EU member states.

France passed a specific national regulation (arrêté 2345), that entered into force on 1st March 2013, that intends to progressively phase out machines using PER in residential areas until 2022.

Denmark implemented measures, which are often mentioned as a ban on PER, while it rather implements strict measures for all solvents used in dry- cleaning. According to the Danish Dry-Cleaning Association, two-thirds of the Danish dry-cleaners use PER.

The ECSA Information Sheet for Dry-Cleaners summarises the benefits of PER as well as regulatory information on dry-cleaning. It has just been updated in May 2020 in English and other language versions were added in November 2020 in French, German, Dutch, Spanish, Italian and Portuguese.
